Definition:
 
1. fancy pleated collar: a separate collar of starched pleated linen or lace worn by men and women in the 16th and 17th centuries

2. neck hair or feathers: a growth of long, colourful, or bushy hair or feathers on the neck of a bird or other animal

3.  (plural ruffs or ruff) bird with elaborate ruff: a bird of the sandpiper family, the male of which, in spring, grows a ruff of feathers that are raised during courtship displays. Native to: Europe, Asia.  Latin name Philomachus pugnax.
